Yes, a Qolsys IQ Panel 2 will work without a phone line. In fact, there is no way for an IQ Panel 2 to use a phone line connection. There is no phone jack on the system for supporting a phone line. Instead, the IQ Panel 2 receives monitoring service from WIFI and cellular connectivity.
In order for an alarm system to use a phone line connection, it must have a phone line connection port and an integrated dialer. The Qolsys IQ Panel has neither of these. For that reason, it cannot be used with a phone line. But the system does have an integrated cellular communicator and a built-in WIFI card. These modules will allow the system to receive active monitoring service. This means that the system will most certainly work without a phone line.
